Theresa Spitzer Smith is chief of workforce development and technical assistance at OCHIN. She leads the organization’s workforce development strategy and technical assistance services, supporting OCHIN members and partners nationwide. 

Theresa brings nearly 20 years of leadership experience across healthcare, public health, nonprofit organizations and federal government consulting. She has led enterprise strategy, operations and cross-sector partnerships that strengthen organizations, develop leaders and advance community health.  

Prior to joining OCHIN, Theresa served as chief of staff to a senior CVS Health executive, leading enterprisewide strategy, governance and execution of initiatives designed to improve health outcomes. She also held leadership roles at Cigna, Susan G. Komen and Booz Allen Hamilton. 

She is known for bringing clarity to complex challenges, aligning diverse stakeholders and translating strategy into measurable results.
