Lummi Nation Health Center is leading the way in community health transformation through a groundbreaking HPV immunization campaign.
In partnership with their public health department and supported by OCHIN’s health IT tools, the Lummi Nation significantly increased screening rates and became the first tribe in the U.S. to achieve a 100% HPV vaccination rate among eligible youth—a milestone that’s helping protect the next generation from cervical cancer.
Kathryn Halverson, former CEO of the Lummi Nation Health Center, discussed their transformative work in cervical cancer prevention at this year’s member Learning Forum in Nashville, Tennessee.
Addressing a disproportionate burden
In tribal communities in Washington, women are diagnosed with cervical cancer at twice the rate of non-Native women, Halverson said. Using OCHIN’s tools, the health center identified 700 community members who had not been screened. That data allowed them to act, she said.
The initiative began as part of Cancer Prevention Awareness Month, led by Lummi Nation’s public health department, and evolved into a coordinated campaign involving their entire primary care team. Using OCHIN’s Epic electronic health record system, they identified patients who needed care and coordinated outreach to set up appointments. Providers opened their schedules, and trusted staff helped patients feel safe and supported—especially those who had experienced trauma.
Halverson shared the story of one patient who had avoided wellness visits due to past trauma. With support from staff, medical assistants and trusted nurses, she finally came in for a screening.
“She later contacted the team to let them know how great it was to be seen, and that she otherwise would have never come in for a visit like that because it was too uncomfortable,” Halverson said. “So, working with our community to help identify those needs, to help move them forward and to hopefully prevent future deaths from cervical cancer is really what this project was about.”
A whole-person model of care
Located on the Lummi Reservation near Bellingham and Ferndale, Washington, the tribal health center offers more than just primary care. They provide dental services, behavioral health, substance use treatment, housing support, transportation and even vegetable gardens—all on one campus.
Treating the whole person is what sets tribal health care apart, Halverson said.
“When we find out that someone has lost their housing … we will have the entire team meet to discuss how we can meet this need so that we don’t leave any community member behind,” she said.
A model for the future
Halverson credited OCHIN’s partnership and access to Epic as a game-changer for tribal health systems.
Before this, the health center didn’t have the tools to do this kind of outreach, she said. Now, they’re not only improving care—they’re also able to recruit providers who want to work with modern systems.
As the health center looks to expand services and adopt new tools, Halverson said the OCHIN community continues to be a vital resource.
“Being part of OCHIN has really meant being part of a team of clinics and having access to network (resources) like the OCHIN Learning Forum. We’re able to learn best practices, figure out what other clinics are doing and easily figure out solutions we didn’t even realize were already available,” she said.
“They’ve really been a partner with us on our journey as we navigate unique challenges.”
