Elizabeth (Liz) Gibboney, who recently retired, became the chief executive officer of Partnership HealthPlan of California on July 1, 2015. With over 30 years of health care experience, including eight years as deputy chief executive officer/chief operating officer at Partnership HealthPlan of California, Liz enjoyed leading and implementing effective health care delivery in the MediCal Program across Northern California. She was part of the team leading each of PHC’s expansions from serving one county—Solano—in 1994 to the 14 served by PHC today, with another 10-county expansion planned for 2024. She was responsible for development and general management of the 685,000-member health plan, with annual revenues of $3.4 billion.
Liz serves on several boards of directors and commissions, including the California Health Care Foundation, OCHIN, and Touro University Medical Group. She previously served on the California Future Health Workforce Commission and on the boards of the Integrated Healthcare Association, Aldea Children and Family Services, Youth and Family Services, Children’s Network of Solano County, Sutter Solano Medical Center, and the Benicia Public Library. She is a University of California, Davis, and California State University, Sacramento graduate.
