The Oregon Health Authority (OHA) and OCHIN have teamed up to bring Oregon’s Medicaid providers the Oregon Medicaid Meaningful Use Technical Assistance Program (OMMUTAP). The program offers a suite of no-cost services to help you:

  • Select the right Certified EHR Technology for your practice or upgrade your current EHR

  • Effectively access and use patient information when and where it is needed, and meet CCO reporting measures

  • Assess and minimize EHR-related security risks to your practice

  • Achieve Meaningful Use and qualify for financial incentives

OMMUTAP serves:

OMMUTAP’s technical assistance (TA) services are available to certain health care providers throughout Oregon who treat Medicaid patients:

  • Physicians (MD/DO)

  • Nurse Practitioners, including Certified Nurse Midwives

  • Physician Assistants who furnish services in a Federally Qualified Health Center or Rural Health Clinic that is led by a PA

  • Dentists

Note: Providers are not eligible to receive TA services that they already received from O-HITEC.

OMMUTAP Services

The Oregon Medicaid Meaningful Use Technical Assistance Program (OMMUTAP) offers a suite of no-cost technical assistance (TA) services to support Medicaid providers in their efforts to implement, upgrade and effectively use Electronic Health Records (EHR).

We will tailor a plan to fit the needs of each participant and provide the expertise and support to help providers, clinics and Coordinated Care Organizations meet your goals. TA services include:

Certified EHR Assessment, Implementation and Upgrade Assistance
Health IT experts will provide an EHR assessment, including input from providers and clinical staff, to:

  • Determine each practice’s risk and success factors

  • Generate an individualized written EHR assessment summary

  • Recommend the best Certified Electronic Health Record Technology (CEHRT) options

  • Support the decision whether to adopt, convert or upgrade CEHRT

  • Assist in developing a project plan to implement or upgrade CEHRT

Interoperability Consulting and Technical Assistance
Interoperable EHR systems make a patient’s information available when and where it is needed. Participants who select this service will receive:

  • A personalized EHR interoperability assessment

  • A written analysis and improvement project plan focusing on Meaningful Use (MU) measures

  • Workflow assistance and support, including review of recommended technical changes and coordination with third party vendors

Risk and Security Training and Assessment
EHR security experts will provide participants with a complete risk assessment including:

  • Interviews and an on-site walkthrough to identify potential security risks and to inform personalized recommendations for improved security

  • Provider and staff training to support recommended improvements

Meaningful Use Education and Attestation Assistance
Meaningful Use standards ensure that an EHR is fully operational and that workflows promote quality care, efficiency, security and patient safety. Eligible professionals (EP) who meet and attest to Meaningful Use qualify for incentive payments. OMMUTAP helps EPs achieve Meaningful Use through:

  • Ongoing education and support on program participation, reporting, and measure workflows appropriate to your current stage of participation (AIU, Stage 1, Stage 2, Modified Stage 2, or Stage 3)

  • Tools you can use in your own clinic

  • Assistance attesting to Oregon’s Medicaid EHR Incentive Program in 2015, 2016 and 2017
