Julie Stone, M.P.A.
Director of Strategic Development and Proposals
As Director of Strategic Development and Proposals, Julie Stone leads the planning and execution of proposals for the federal and state sectors, and oversees staff development and performance of the proposal development team. Julie brings two decades of experience in Medicaid and Medicare policy and transformation from federal, academic, state association, and consultancy vantage points, and has produced more than 180 policy reports and memoranda for members of Congress, the US Department of Health and Human Services, state and county policymakers, and foundations.
As a Senior Health Researcher at Mathematica Policy Research, Julie directed and contributed to projects and proposals to advance coordinated care, social determinants of health, quality measurement and financing reforms. Between 2000 and 2011, she served as a leading Medicaid and Medicare specialist at the Congressional Research Service (CRS). In that role, Julie provided expert testimony and briefings to members of Congress and staff and contributed to the development of major Medicaid and Medicare laws, including the Accountable Care Act. She also served as a principal analyst and education coordinator at the California Medicaid Research Institute (CAMRI) of the University of California, San Francisco, and as the Policy Director for the California Association of Public Hospitals and Health Systems.
Julie has a bachelor’s degree from University of California, Berkeley, and a Master’s degree from the Cornell Institute of Public Affairs (CIPA), Cornell University.
